12 Council Reports So what do Community Special Constables do? • They work a minimum of 16 hours per month in their community • They have full police uniform, equipment, responsibilities and powers and follow the police regulations and code of ethics • They are volunteers and choose their own working hours • They are fully trained and undertake 20 days’ initial training followed by police hub training building a portfolio of skills, which has to be achieved before they become available. The process can take up to 18 months. Selection follows normal policing requirements for physical and skills competency assessment. Nine Councils out of 275 in Essex are currently in the scheme, with 13 Special Constable officers and there is real evidence they make an impact on the crime rate and antisocial behaviour issues.
